Washington State DOL Say’s No to Bounty Hunter Weekend Seminars

Bounty Hunter Weekend Seminars have always been on the internet. Having observed and attended a few they typically include a lot of hype, waving cash around like this is a quick way to get rich, swat gear and lots of video and tough guy stories. The time left over is usually the basics, similar to the information already available in the many books on the subject.

Often advertised as an “employment opportunity coming to a town near you” on craigslist, myspace, just about anywhere it's free to advertise jobs/employment opportunities on the internet.

We have never observed anyone become successful as a result of this type of training. In fact we have searched the internet and find nobody in this business whom obtained work and made a career after two whole days of training let alone is holding a "fist full of dollars".

For Washington State Bail Recovery Agent license applicants, investing in training that does not even meet Washington State minimal requirements can be a big mistake. Washington State DOL refuses to accept such training for WA Bail Recovery Agent licensing when submitted, period.

Washington State Requirements

Washington residents are required to be licensed, a process consisting of a criminal background check, training, and a written examination on Washington State laws.

In reviewing the DOL website information regarding these training requirements one does not learn of RCW 18.185.260 Section 1 until they access the study material at the website in preparation for the exam. Sometimes this isn’t until it’s too late.

RCW 18.185.260 Section 1 specifies the minimal curriculum requirement for Washington State approved Field Operations Training.

Field Operations Training is where you are supposed to learn how one conducts themselves in field, not to be entertained. You need to enter this serious field with the knowledge to perform amongst the community in a lawful manner and get the job done. This includes everything from learning the main skill required, to successfully investigative consistently, to making apprehensions safely and with minimal disturbance to the public.

Besides getting a license, successful Bail Recovery professional’s network through associations, creating a wide reach to apprehend fugitives and continued mentorship for members. It is important ones training, skill level and methods are acceptable to the industry.

Consumer Advice

Before signing up anywhere thoroughly do the following:

Get reputable training from reputable industry recommended sources.

Invest wisely, audit the hours before spend your money, do they even meet your States minimum requirements? You can contact DOL and verify this and the industry popularity of the training provided.

Make calls, Google, verify completely the experience and background of those you are considering as your training resource. Ask and verify with the State of issuance if they are currently licensed, and for how long? No license could be a red flag; it could be the result of false claims of experience or even a criminal record.

Contact their graduates and see if they received the training advertised.

Are they as individuals, along with their training program respected and accepted by the bonding industry?

And most important of all ask those graduates if they have been successful at obtaining work.

Bail Recovery Professional vs. Former Bounty Hunter

Former Tacoma Bounty Hunter Kevin Collins went on the lam, sticking a Washington bail agency with $25,000 in bail bonds. Figuring it “takes one to loose one” Collins was confident he could elude the bond agencies attempts to find him.

He didn’t figure he would ever meet Dave from West Coast Bail Enforcement of Olympia WA.

To his amazement that’s exactly what happened last weekend. Having become quite comfortable in Oklahoma, the fugitive was in a state of “shock & awe” when Dave & his partner surprised him in his driveway. He was in handcuffs and on a flight back to Washington the same day.

Collins was totally amazed they were able to locate him. The fugitive was immediately returned to Washington. Throughout his transport, he kept asking “how to did you ever you find me”. He will have to continue wondering.

Apparently he hadn’t heard that the capture rate for the Bail Enforcement Academy® graduates is 80% or higher……

St. Petersburg native lived a life of danger and intrigue

As a young man, Steven Hedrick parachuted from an airplane for the movie Red Dawn, but it was the rest his life that read like a script for a Cold War thriller.

Once, the St. Petersburg native and seven others were captured trying to smuggle a boatload of guns out of South America.

Imprisoned for nine months in Brazil, they became known as the Rio 8. They escaped after getting four hacksaw blades smuggled to them in a carton of powdered milk. Mr. Hedrick claimed the CIA and the National Security Council had backed the mission. The U.S. government denied it.

"My son was an adventurer, and he did anything and everything, mostly dangerous work," said his father, Warren Hedrick of Seminole. "Many times, he'd write me or tell me, 'Dad, I'm going on a mission, and I can't tell you about it. I'll tell you when I get back.' "

Later in life, Mr. Hedrick handled security for executives at a steel company, worked as a private investigator and tracked down fugitives as a bounty hunter. Given the risks, his father said he wouldn't have been surprised to get a phone call telling him that his son had been killed on the job.

Instead, Steven Hedrick, who had lived in Nederland, Texas, for about 10 years, died under hospice care on April 3. He was 53, and had lung cancer.

"He started smoking in high school, and he smoked himself to death," his father said.

Growing up in St. Petersburg, Mr. Hedrick joined the police Explorers as a teenager and talked of becoming a police officer like his father.

After graduating from Lakewood High School, Mr. Hedrick studied criminology at what was then St. Petersburg Junior College and worked as a security guard before joining the Air Force.

During seven years in the Air Force, he served as a security police officer in the United States and Europe. In a 1986 interview, he said he went on his first covert operation in 1982, before he was discharged from the service as a sergeant, and participated in secret missions in El Salvador, Honduras and Costa Rica, mostly as an adviser.

After one mission, "he talked about eating snakes in the jungle and eating monkeys and things like that," Warren Hedrick said.

"He told me once, 'You wouldn't want to know everything I did,' " said his mother, Arlene Stewart Hamburger of Pinellas Park.

It was also in 1982 that Mr. Hedrick became friends with John Early, who owned a parachute center in New Mexico. Through Early, he got a job as an assistant technical adviser for Red Dawn, in which he said he trained actors in weapons-handling and worked as drop zone coordinator for the parachute scene.

In early 1986, Mr. Hedrick was working as an investigator for the Marion County Medical Examiner's Office when he got a call from a Texas businessman asking if he was interested in doing two weeks of bodyguard work in South America. The job paid $10,000.

Mr. Hedrick, John Early and six other Americans flew to Argentina, where they met Mr. Hedrick's Texas contact and Ghanian dissident Godfrey Osei.

According to Mr. Hedrick, the two men told the group the CIA and NSC were backing the expedition. The group was to ship a boatload of munitions to the Ivory Coast, where they would be met by 70 to 100 Ghanian rebels. From there, they were to take over the capital of Ghana and depose Jerry Rawlings, who had taken over in a military coup in 1979.

Instead, the eight were captured off the coast of Brazil aboard the Nobistor, an Argentine ocean-going tugboat crammed with six tons of rifles, automatic weapons, grenades and ammunition.

The Rio 8 were convicted and later cleared of the Brazilian gun smuggling charges. But before they could be released, Argentina filed an extradition request alleging they had illegally shipped seven rubber rafts out of the country.

"From the start, this has been a CIA-backed job that went bad," Mr. Hedrick wrote to his family in a letter from prison.

The government said it had no connection to the Rio 8 or their mission.

In a prison diary, Mr. Hedrick wrote of living in a 32-by-20-foot cell with 45 Brazilian prisoners. The toilet was a hole in the floor. The Americans slept in shifts so that someone could always watch for rats. Mr. Hedrick said one night he woke to find a rat on his chest, gnawing through his blanket.

Mr. Hedrick and several others broke out after receiving a care package from home with a container of Carnation powdered milk. Inside were four hacksaw blades they used to cut their way to freedom.

Once out, the escapees covered 1,500 miles through Brazil, staying at brothels because they didn't require him to fill out what were known as "police cards." They used the contacts of fellow prisoners, including a cocaine supplier, to cross the border into Bolivia and paid bribes with cash that had been smuggled into them in prison.

Mr. Hedrick caught a flight out of La Paz, Bolivia, throwing $20 bills to customs agents to let him leave without a passport. In Miami, he talked his way through customs by showing his Florida driver's license and a Sears charge card.

Despite his adventures, Mr. Hedrick didn't want to be known as a soldier of fortune.

"I don't consider myself a mercenary," he told the Times shortly after his escape. "I've never worked for the big money. I've never sworn allegiance to another country. Everything I've worked has always been sanctioned by the U.S. government."

California's Penal Code 1299 Expires

In effect since January 1, 2000, California’s Bail Enforcement training requirements law, Penal Code 1299, was allowed to expire January 1, 2010. No new legislation is pending or in development.

The effects? From the training perspective expect no vocational change in the industry requirement that one understands the California law pertaining to powers of arrest and bail bonding.

Likewise for investigative skill and ability, if you can’t close cases you still won’t work; expect a big increase in Bond Agency irritation from unskilled applicants trying for those California cases.

Washington State Field Operations - What is RCW 18.185.260 Section 1?

What is RCW 18.185.260 Section 1?

Effective in 2009 Washington State RCW 18.185.260 Section 1 increased the training hours for required Washington State Bail Recovery Agent Field Operations Certification to 32 hours:

RCW 18.185.260

(1) The director shall adopt rules establishing pre-license training and testing requirements for bail bond recovery agents, which shall include no less than thirty-two hours of field operations classes. The director may establish, by rule, continuing education and recertification requirements for bail bond recovery agents.

License applicants however may not even be aware of RCW 18.185.260 Section 1 in that the Washington Department of Licensing website does not even mention RCW 18.185.260 Section 1 or the 32 hours required at the Bail Recovery Agent Field Operations training requirement section of their Washington State website.

We ask why? It doesn’t make sense for someone to choose a Washington State Bail Recovery Agent Field Operations training program from the Department of Licensing’s own websites training referral list, and unaware of the 32 hours required by a new law, pay out big dollars, and have their license application temporarily rejected because the program did not meet the requirements of RCW 18.185.260 Section 1.

Out of 16 training programs referred by DOL as Washington State Bail Recovery Agent Field Operations training resources, we could only find two programs on the list that meet the new requirements of RCW 18.185.260 Section 1, maybe there are more but few returned calls.

Why would Washington State's DOL actively refer Washington citizens to privately owned training programs that are not compliant with Washington Law on the Washington DOL website? Why is there no mention of RCW 18.185.260 Section 1 at the Field Operations Requirements Section on their web? Is RCW 18.185.260 Section 1 even being enforced by the DOL’s current administration?

Another interesting note, few of the Taser Instructors on the list are trained or certified as such by Taser International according to their representative. So how did they become Taser Instructors?

Since January 2006 Washington State has required all Bail Recovery Agents to be licensed. Major requirements for the new Washington State Bail Recovery Agents include OC, Baton, & Taser Certifications, Firearms, all Tactical Security Guard/ Law Enforcement Courses taught by Tactical Instructors often with very impressive and respectable Law Enforcement resumes. We commend them for their experience, knowledge and expertise where deserved.

More controversial is the Washington State Dept of Licensing requirement for “Field Operations” also often taught by Tactical Instructors often with very impressive and respectable Law Enforcement resumes. Although commendably expert in tactical weaponry, it is difficult to comprehend how they replace the training and mentoring one would receive taking the Bail Recovery Field Operations from actual experienced and highly capable "veteran" Bail Recovery Agents in a lifetime mentoring environment.

“No Bail Recovery Experience” instructors have no experiences “walking the walk” of an experienced professional Bail Recovery Agent. As “Industry Outsiders” they don’t have any of the knowledge of a talented and experienced Bail Recovery Agent. The typical solution is usually “substituting” investigative ability, getting employed, and an abundance of other vital Bail Recovery skills with “Building Searches” and “Transport Skills” and other Police Academy skills (who will you transport if you can’t find fugitives?)

Obviously such instructors are in no position to mentor these new Agents anymore than the most experienced of Bail Recovery Instructors are in a position to train and mentor Law Enforcement Officers.

Current Washington law has no Bail Recovery experience requirement of Instructors providing required training of Washington States future Bail Recovery Agents.

Our experience, without training that is based on extensive Bail Enforcement on the street experience ( The Bail Enforcement Academy® requires a minimum of 5 years actual full time experience for Instructor/Trainee’s) how does one compete with the already experienced Agents without learning investigative skills (this is a “no booty no bounty business”) The answer : They Don’t !

“Does it make sense to learn the path from someone whom has never traveled it either?”

Our suggestion to would be Washington State Bail Recovery Agents ?

1) Do not attempt to become a Law Enforcement Officer from a Bail Recovery Agent Trainer with “No Law Enforcement Experience”. They will teach you why at the Police Academy.

2) Do not attempt to become a Bail Recovery Agent from a Law Enforcement Tactical Trainer with “No Bail Recovery Experience”, learn your Bail Recovery Field Operations from someone whom has actually been in the Bail Recovery Field for thousands of hours preferred. We will teach you why at the Bail Enforcement Academy

It may satisfy the State requirements, but you will not likely be qualified to successfully compete with the established "veterans" without ever having learned from them.

Meet your industry peers, obtain your training from those both exceptionally skilled and experienced as Bail Recovery Agents and exceptionally skilled and experienced as Bail Recovery Instructors. In addition to fulfilling Washington State requirements, you will learn the complex skills required to compete within the Bail Bond Industry (there are no jobs for those without exceptional investigative skills, just license and training fees).

Washington State Increasing Training Requirements

At this writing Washington State Bill 6437-Swas passed by the Legislator and awaits the Governors expected signature. This is Washington’s attempt to improve the current state of the Industry in Washington. The biggest change will be an increase in the pathetically minimal training requirements. The new Bill has increased the Field Operations Training requirement to 32 hours. Although amazingly still not requiring any personal Bail Enforcement field experience of the instructors, this will hopefully rid the field of at least some of the inadequate “bail recovery training programs” that sprang up overnight with the implementation of State license requirements in 2006. As a complete training program already exceeding even the new Washington State requirements and always requiring high levels of actual bail enforcement experience of its Instructors for over ten years now, we welcome the change. When the Bill becomes law is still unsure, stay tuned.

Bail Enforcement Looses Icon Lance Allen Wilkinson

Bail Enforcement has lost an icon. Lance Allen Wilkinson lost a battle for his life and passed peacefully of natural causes on July 6th 2007.

Well known in the industry as Recoveries by L.A.W. Lance was one of the best international trackers of the industry. Also well renowned as a published writer on bail enforcement training, Lance was the definition of the Bail Enforcement professional, a man of honor and integrity, and a true friend.

Lance was a frequent guest lecturer to college level criminal justice classes, as well as a speaker at civic organizations and to middle school children. He was the subject of television specials, in dozens of newspaper articles, featured on a Country Music Television special and credited with over to 1500 verifiable fugitive apprehensions throughout the United States (including Alaska). He also successfully captured bail fugitives in London England, Santiago Chile, Mexico, Haiti, St. Thomas in the Virgin Islands, Bermuda and a few from Canada. His speciality was where so many others have tried and failed; the capture and return of fugitives from the Dominican Republic

A supporter of the Academy almost since it's inception, Lance was an Instructor for an Academy Session in Manchester NH in January 2003. And as all Academy Alumni are aware Lance's book Bail Enforcement and the Law is still the basis for homestudy preparation for all Academy Sessions.

Lance will forever be remembered by many; those whom he considered his friends count themselves fortunate and honored to have known him.
